Our annual forum is organised in partnership with the city of Besançon and Grand Besançon Métropole and with the support of ADEME, the region of Bourgogne-Franche-Comté and the Covenant of Mayors Eastern Partnership.

Besançon is the capital of the historic and cultural region of Franche-Comté. It is home to the regional council headquarters and is an important administrative center in the region. Awarded with the European Energy Award Gold (EEA) on several occasions, it is one of the pioneering local authorities in the green transition in France.

Grand Besançon Métropole (GBM) is a French urban community based around the city of Besançon, prefecture of the Doubs county, and seat of the Bourgogne-Franche-Comté regional council. It aims to become a positive energy territory (TEPOS) by 2050.

Bourgogne-Franche-Comté is a region in eastern France created by the 2014 territorial reform of French regions, from a merger of Burgundy and Franche-Comté. It is pursuing a proactive policy of energy transition, and in particular the development of renewable energies.

ADEME is a French public agency under the joint authority of the Ministry for an Ecological Transition, Ministry of Energy and Ministry for Higher Education and Research. It participates in the construction of national and local policies for ecological transition.

The Covenant of Mayors’ Cities Hit Refresh campaign aims to empower and inspire cities to “refresh” in response to more frequent and persistent heat waves, redefining their urban environment, protecting and supporting communities, and rethinking spaces for a cooler future. 

The Covenant of Mayors is the largest European movement of local authorities securing a better future for its citizens by committing to EU climate and energy targets, counting . An initiative of the European Commission which has existed for more that fifteen years, the Covenant of Mayors counts over 11,000 signatories in Europe.

The Covenant of Mayors is the world’s largest movement for local climate and energy actions.
Launched in 2011, the Covenant of Mayors Eastern Partnership (CoM East) has become the most significant and successful Covenant outside the EU, growing its roots deep into most Eastern Partnership countries.

The ESCALATE Project aims to speed up Europe’s shift to clean renewable energy by helping cities across the EU plan for more energy efficient heating and cooling.

The European Climate Foundation (ECF) is a major philanthropic initiative working to foster the net-zero transition and ensure a healthy, thriving planet for current and future generations. They strive for a positive, people-centred, and socially responsible climate transition in Europe and around the world.     

The REDI4HEAT project will support the implementation of key EU legislations on heating and cooling, such as the Renewable Energy Directive, at different levels of governance (EU, national, local).

Sustainable Planning and Resilience Knowledge Learning Environment is a pioneering programme that will develop the capacities of over 600 Local and Regional Authorities (LRA), helping to enhance their skills, through providing learning opportunities, tools, support and inspiration to successfully develop and implement their clean energy transition.

SSH CENTRE (Social Sciences and Humanities for Climate, Energy aNd Transport Research Excellence) engages directly with stakeholders across research, policy, and business (including citizens) to strengthen social innovation, SSH-STEM collaboration, transdisciplinary policy advice, inclusive engagement, and SSH communities across Europe, accelerating the EU’s transition to carbon neutrality. 

The Covenant of Mayors’ Cities Heat Detox campaign aims to empower and inspire cities to move away from toxic heat sources by expanding, renovating and implementing collective district heating and embracing clean heat solutions.
